See if we can keep cashing these Unders.  Both teams in general are lower scoring, Wales especially.  Wales opened with a 0-0 draw against Turkey and in their most recent matches at the Euro qualifiers, they stayed Under this total in six of eight games.  

Meanwhile Montenegro opened with an 0-2 loss to Iceland, and although they were 4-4 Over-Under in the Euro qualifying group, they went 1-3 at home including finishing Under against both Serbia and Hungary, similar strength teams to Wales.

Both have realistic chances to progress to Group A so I think we see a slow-paced, cautious approach to this match.
